About Boecore

Kathy Boe, President and CEO of Boecore Inc., has 28 years of engineering and information technology experience supporting both Department of Defense and Commercial clients. Kathy holds a Bachelor of Science Degree in Management from Pepperdine University. She began her career as a Software Programmer and Supervisor at Raytheon (formerly Hughes Aircraft Company) in 1981. During this time, she supported the AMRAAM Missile Program and the Joint National Test Bed Contract.

In 2000, Kathy started Boecore from the basement of her home. Today after nearly 10 years, Boecore has grown to be to over 130 employees providing high end engineering and technical services. The company is headquartered in Colorado Springs, CO. and has operations in Huntsville AL, Albuquerque NM, Ft. Gordon GA, Ft. Huachuca AZ, and Ft. Belvoir MD. Their customers include the Missile Defense Agency, Air Force Space Command, Army Intelligence and Security Command and the Defense Intelligence Agency.

As a testament to Boecore’s growing success, the company was awarded the coveted Department of Defense 2008 Nunn-Perry Award and was designated as the first sub-contractor to be named a finalist for the 2009 Aviation Week Program Excellence award for their outstanding accomplishments on the Joint National Integration Center Research and Development Contract. Boecore was selected as one of the “Top Colorado Companies to Work for in 2007” and has more than doubled its revenue in the past three years. In 2009, Kathy was named ‘Entrepreneur of the year’ in Colorado Springs.

Kathy currently serves as the Vice President of the Rocky Mountain Chapter of Women in Defense. She is an active community contributor supporting the United Way, the Boys and Girls Club and Habitat for Humanity.

Scott Boe, Chief Development Officer, has an extensive background in engineering management and proposal development. Scott’s positions have included Vice President of National Operations for a large national technical services and solutions provider; management consultant where he provided executive-level consulting in the areas of operational efficiency and supply chain management; and systems engineer lead and manager for Hughes Aircraft Company. Scott received his Master's degree in Systems Management from the University of Denver and has a Bachelor's in Electrical Engineering from the University of North Dakota.

Tom Dickson, Chief Operating Officer, has extensive experience leading development and program teams for multi-million dollar information technology programs in both the commercial and defense industry. He has worked in the Colorado Springs area since 1986, building and managing software development efforts for Space Defense, Missile Defense, and Telecommunications. Tom's experience as a Systems Engineering Lead for such projects as Command and Control (C2), ITW/AA, GSTS, GBR, Theatre-Based Radar Systems, and Space-Based Sensors, provides a unique ability to understand our clients’ requirements and applicants’ talents to bring the right people together. He has a Bachelor's degree in Physics from the University of Texas at El Paso and has additional training in a variety of software development methodologies, architectures, and languages.

Randy King, Vice President of Strategic Development, has over 20 years experience leading operations and business development activities in the defense and commercial communities.  His previous positions include Director of Engineering, Director of Business Development, Program/Site Manager, and Chief Operational Test Director for an established reputable woman-owned small business (BDSystems).  Randy’s program and technical experience includes a variety of Air Force, Navy, and NASA satellite, aircraft, launch and avionics systems.  Key programs include the APG-63 and APG-72 radar upgrades for the F-15 and F/A-18, Defense Meteorological Support Program, various GPS avionics integrations, and the multi-billion dollar F/A-18E/F Super Hornet.  He holds a Bachelor's Degree in Applied Sciences (Computer Sciences) from the U.S. Naval Academy and a Master's in Business Administration from the University of Phoenix.

Gary Kerkow, Vice President of Engineering, has over 24 years experience leading engineering and program management organizations for large scale multi-national information technology programs for both the telecommunications and aerospace industries. Gary previously held positions as Director of Systems Engineering, Director of Program Management, and Director of Solutions Architecture at Verizon telecommunications . He started his information technology career in 1984 with Ford Aerospace working on the Space Defense Operations Center. During his ten years at Ford Aerospace he held multiple engineering and management positions. Gary received his Master’s degree in Computer Science from Colorado Technical University and his Bachelor's degree in Computer Science from Colorado Technical College. He has additional management training from the University of Pennsylvania – The Wharton School.

Bob Woods, Vice President of Eastern Operations, has over 30 years of leadership and management experience in the U.S. Army. He has led in both operational units as well as Senior Staff positions. Bob’s last position while on active duty was Commanding General, 32d Army Air and Missile Defense Command. Bob holds an AA in Criminology and a BA in Sociology from Augusta State University and a Masters of Military Art and Science Degree from the United States Army Command and General Staff College. Bob’s military education includes the Air Defense Artillery Officer Basic Course, the United States Marine Corps Amphibious Warfare School, the United States Army Command and General Staff College, the United States Air Force Air War College, and the General Officer CAPSTONE Course.

During Bob’s military service he was awarded the Distinguished Service Medal, the Legion of Merit (4 Oak Leaf Clusters), the Bronze Star Medal, the Defense Meritorious Service Medal, the Meritorious Service Medal (4 Oak Leaf Clusters), Joint Service Commendation Medal, the Army Commendation Medal, the Army Achievement Medal (with Oak Leaf Cluster), the Senior Parachutist Badge, German Airborne Wings, the Air Assault Badge, and the RANGER tab.

Scott Ballenger, Director of Technology, has over 20 years diversified software and product development experience within the defense and commercial communities. Scott has held a variety of positions in the software industry including development, management, architecture, and consulting roles. He has developed a wide spectrum of commercial and defense applications such as Cruise Missile support, Missile Defense simulation, Information Technology system management, automated stage lighting, bio-feedback, and many others. A Colorado native, Scott has a Bachelor's degree in Computer Science from the University of Colorado at Colorado Springs.

Starla Paradowski, Director of Operations, comes to Boecore with a proven background in human resource development with expertise in benefit coordination and administration, employment law, process development, facilities, and security management.  Starla has a Bachelor's degree in Organizational Leadership from Chapman University and a Professional in Human Resources (PHR) certification through SHRM.

Clay Carrell, Director of Contracts, brings over 12 years  of combined active duty and Department of Defense civilian service.  While on active duty, he served in a variety of roles in such locations as Johnston Atoll.  As an Army civilian, Clay served as an acquisition professional at Rock Island Arsenal, IL.  He also served as a Contracting Officer with SMDC/ARSTRAT where he managed all aspects of multi-million dollar scientific, engineering and technical assistance contracts.  Clay has experience in providing sound and innovative contracting business advice to various customers such as the Joint Functional Component Command-Integrated Missile Defense, as well as the Department of the Army G-3 and G-6. Clay received his Bachelor’s degree in Business Operations Management from St. Cloud State University.

Ron Moffat, Controller, has over 20 years of experience working with small business companies in the defense industry.  Ron has a broad range of financial management experience including Government contract accounting, finance and accounting management, cost proposal development, and working with DCAA and other Government regulatory agencies.  Ron has a Bachelor’s degree in Accounting from the University of Texas at El Paso and is licensed as a Certified Public Accountant in the State of Colorado.
